PRINCETON, MERCER COUNTY, WEST VIRGINIA
April 8, 2022
A Special Meeting of the Common Council for the City of Princeton, Mercer County, West Virginia was held in the Council Chambers of the Municipal Building, 800 Bee Street, on Friday, April 8, 2022, at 11:00 a.m. In attendance were Mayor David Graham; Vice Mayor Marshall Lytton; Council Members Dewey Russell, James Hawkins (telephone) and James Hill (telephone); City Manager Michael Webb, Economic Development Specialist Samuel Lusk and City Clerk Kenneth Clay. Absent were Council Member Jacqueline Rucker and City Attorney Paul Cassell. A quorum was constituted thereby.
INVOCATION AND PLEDGE OF ALLEGIANCE
Mayor Graham expressed thanksgiving for the Easter Season and what it means to humanity;Â gave thanks for the progress being experienced by the City; committed Jackie Rucker to the Heavenly Father for divine care, comfort and healing; prayed for a peaceful resolution to the war in Ukraine;Â committed hospital workers and first responders to the Heavenly Father for their protection; gave thanks for all city employees and prayed for their safe return home every day; expressed thanks for the privilege to represent the citizens of Princeton; and invoked divine guidance for the conduct of the meeting and the consideration of resolutions before Council.

CALL TO ORDER
Mayor David Graham called the meeting to order.
Three Resolutions to Congressional Delegation Members Authorizing Applications for a USDA Community Facilities Grant:Â Economic Development Specialist Samuel Lusk explained these resolutions authorize the submission of three applications for USDA Community Facilities Grants through congressional earmark funding in the amount of 2.2 million dollars, with a City matching amount of 1.8 million dollars, for a total of 4.4 million dollars.
RESOLUTION TO THE OFFICE OF REPRESENTATIVE CAROL MILLER

         WHEREAS, the Common Council of the City of Princeton intends to complete a four (4) million dollar project to build a Community Center, pave a parking lot for both city hall and community center use, complete exterior building modifications, walkway, council chambers entrance, and signage to the Princeton City Hall on the former Dean Company property; and
WHEREAS, the Common Council, as conditions allow, expects to complete this project within a twelve (12) to eighteen (18) month period from the day of receiving funds; and

WHEREAS, the Common Council of the City of Princeton is seeking a congressional appropriation through the United States Department of Agriculture’s Community Facilities Grant
Program for a grant of 2.2 million dollars with the City thereafter matching an additional 1.8 million dollars.
         NOW, THEREFORE, BE IT HEREBY RESOLVED by the Common Council of the
City of Princeton that the City of Princeton respectfully requests a congressional appropriation from the United States Department of Agriculture’s Community Facilities Grant Program for a grant of 2.2 million dollars with the City thereafter matching an additional 1.8 million dollars and directs and authorizes the City Manager to take all necessary steps to seek said appropriation.

MOTION:Â Dewey Russell moved City Council adopt the resolutions to Congresswoman Carol Miller, Senators Joe Manchin and Shelley Moore Capito.
