Special Meeting – City Council – Jan. 3, 2024

SPECIAL MEETING ~ CITY COUNCIL 

PRINCETON, MERCER COUNTY, WEST VIRGINIA 

January 3, 2024 

A Special Meeting of the Common Council for the City of Princeton, Mercer County,  West Virginia was held in the Council Chambers of the Municipal Building on  Wednesday, January 3rd, 2024, at 5:30 p.m. In attendance were Mayor David Graham;  Vice Mayor Joseph Allen; Council Members Dewey Russell, James Hill, Marshall Lytton and James Hawkins; City Manager Michael Webb and City Clerk Kaitlyn Smith. Absent  were Council Member Jacqueline Rucker and City Attorney Paul Cassell. A quorum was  constituted thereby. 

  1. INVOCATION AND PLEDGE OF ALLEGIANCE 

Councilman James Hawkins presented the invocation. 

Vice Mayor Joseph Allen led in the Pledge of Allegiance to the Flag of the United States  of America. 

  1. CALL TO ORDER 

Mayor David Graham called the meeting to order. 

III. RESOLUTION FOR FUNDING BID OVERRUN ON STRALEY  AVENUE SIDEWALK PROJECT 

R E S O L U T I O N 

(Straley Avenue Sidewalk Project – Supplemental Agreement) 

WHEREAS, the City of Princeton, West Virginia applied to the West Virginia  Department of Transportation, Division of Highways, for a Transportation  Enhancement Alternatives Grant for the Straley Avenue Sidewalk Project in  Mercer County; and 

WHEREAS, the West Virginia Department of Transportation approved the  original Agreement for the grant subsequent to the City of Princeton’s approval  and execution of said Agreement; and 

WHEREAS, the revised total funding of the Project now is two hundred seven  thousand and four hundred forty-nine dollars and ninety-two cents ($207,449.92)  which reflects an overall increase of fifty-four thousand nine hundred eighty-nine  dollars and ninety-two cents ($54,989.92); and

WHEREAS, an additional forty-three thousand nine hundred ninety-one dollars  and ninety-four cents ($43,991.94) is the federal aid amount at eighty percent  (80%) and ten thousand nine hundred ninety-seven dollars and ninety-eight cents  ($10,997.98) will be the twenty percent (20%) match provided by the City of  Princeton as sponsor. 

Councilman James Hill moved City Council approve the Resolution for additional  funding and approval of the City Manager to execute the supplemental agreement with  funds coming from the APRA Account. 

Vice Mayor Joseph Allen duly seconded the motion. 

The motion carried unanimously.  

Mayor Graham noted that the bid overrun amounted to $54,989.92 leaving the City with  a 20% additional match of $10,997.98. 

  1. RESOLUTION FOR FUNDING BID OVERRUN ON THORN  STREET (NORTH SIDE) SIDEWALK PROJECT 

R E S O L U T I O N 

(North Thorn Street Sidewalk Project – Supplemental Agreement) 

WHEREAS, the City of Princeton, West Virginia applied to the West Virginia  Department of Transportation, Division of Highways, for a Transportation  Enhancement Alternatives Grant for the North Thorn Street Sidewalk Project in  Mercer County; and 

WHEREAS, the West Virginia Department of Transportation approved the  original Agreement for the grant subsequent to the City of Princeton’s approval  and execution of said Agreement; and 

WHEREAS, the revised total funding of the Project now is two hundred sixty four thousand and three hundred dollars and twenty-two cents ($264,300.22)  which reflects an overall increase of fifty-seven thousand and ninety-seven dollars  and seventy-two cents ($57,097.72); and 

WHEREAS, an additional forty-five thousand six hundred seventy-eight dollars  and eighteen cents ($45,678.18) is the federal aid amount at eighty percent (80%)  and eleven thousand four hundred nineteen dollars and fifty-four cents  ($11,419.54) will be the twenty percent (20%) match provided by the City of  Princeton as sponsor.

Councilman Dewey Russel moved City Council approve the Resolution for additional  funding and approval of the City Manager to execute the supplemental agreement with  funds coming from the APRA Account 

Councilman James Hawkins duly seconded the motion. 

The motion carried unanimously. 

  1. JANUARY REGULAR COUNCIL MEETING 

Due to the Martin Luther King Jr. Holiday on Monday, January 15, 2024, Mayor Graham  asked that the Council Meeting be moved to Tuesday, January 16, 2024 at 6:30 p.m. 

Councilman Marshall Lytton made a motion to move the Council Meeting to Tuesday,  January 16, 2024 at 6:30 p.m. 

Councilman James Hawkins seconded the motion.  

The motion carried unanimously. 

  1. FEBRUARY REGULAR COUNCIL MEETING 

Mayor Graham made note of the President’s Day Holiday on Monday, February 19, 2024  and asked that the Council Meeting be changed to Tuesday, February 20, 2024 at 6:30  p.m. 

Vice Mayor Joseph Allen made a motion to move the Council Meeting to Tuesday,  February 20, 2024 at 6:30 p.m. 

James Hawkins duly seconded the motion. 

The motion carried unanimously. 

VII. ADJOURNMENT 

There being no further business, Mayor Graham adjourned the January 3, 2024, Special  Council Meeting at 5:40 p.m.Â
